The best thing to do is fly domestically to Shenzhen. Take the train to Hong Kong or Macau which ever you choose.
This saved me a bundle of money as the flight was considered domestic and not international. Of course you will need a visa to return to Mainland China if you are returning. Check with or for your ticket.
