Monastir airport (MIR) caters mainly to charter flights. You *can* fly into MIR from Europe, but since most flights are charter, you will have a much easier time getting a flight into Tunis (TUN).
As for your airline miles, most companies will allow you to pay for any flight using them provided it follows their guidelines. If you have enough, and fly on partner airlines, you can use your airline miles to pay for the whole flight.

most are cheap holiday airlines. maybe you should look at flying into tunis where the mian airlines fly to - air france, british airways etc.
it is about 110 miles from monastir, and sousse and hammamet are in between both
